| 5. Date of Registration : 10:00, 11th Sep., 2017 to 16:00, 29th Sep., 2017. The deadline of the registering fee is before 16:00, 29th Sep., 2017. The limit of number of registered surfers is 250 people. The registering system will be opened until the numbers of surfers are full. In order to maintain the fairness of registering, the qualification of registering will be canceled if the organiser doesn't receive the payment before the deadline. |

※ Only TORSA members can register in this competition unless you are a foreigner (Foreign surfers are not under this limitation).

In order to maintain registers' right, there are certain numbers of competitors in all divisions. There is no group registration this time. TORSA reminds all surf clubs to pay special attention on individual registration for each surfer in your clubs. The registration system will capture all the surfers in your clubs and you can decide to pay as a group or individually. Please inform TORSA in advance before you make a payment.
※ In order to ensure the personal data for the insurance and related rights, please keep the data correct and recognizable. The organizer will not be responsible for the rejection of the insurance and related rights.

7. Qualification :
Open Tournament: Short-board (No age, gender and nationality limited. If Taiwanese surfers win divisions, they will gain points
Jialeshuei Surf Competition: Only open for Taiwan nationals because only Taiwanese surfers can benefit from the points they get when they win this competition.
(It is allowed to register open tournament and any division in Jialeshuei Surfing Competition at the same time)
It is not allowed to register in B group in any division in Jialeshuei Surfing Competition if you have won the first four places before in Jialeshuei Surfing Competition.

8. Registration Fee :
Open Tournament & Jialeshuei Surf Competition: NTD1500
※ In order to support teenage surfers, it is free to register in Junior division in the Jialeshuei Surf Competition (Under 16 years old). The teenage surfers who are under 16 years old can sign up for junior division in the Jialeshuei Surf Competition and the open tournament at the same time, as a junior you only need to pay for the open tournament.

9. Competition rules and notes : To protect competitors' rights, please read with care.
◎ HEAT SCHEDULE :
Order of heats will be set on the 10/07-09 based on wave conditions at the time, heat schedules will be posted by score boards.
All finals will be held on the 10/09 with time and schedule posted in advance depends on wave conditions.
◎ ON-SITE CHECKING IN :
During 07:00 to 08:00 on 2017/10/07, please bring competitors' proof of identity documents (Taiwanese ID, passport or Taiwanese residence permit) to do onsite check-in at Jialeshuei beach. Please make sure the onsite check-in is completed on time.
Preliminary draw for heats will be made once registration is complete in the morning on 2017/10/07.
If entrant has not completed on site registration within the limited time, their name will still be entered in heat draw by the organizer and eligible to enter the contest.
The rundown for onsite check-in:
Confirm competitors' proof of identity → Put on the identification bracelets → Preliminary draw → collect the gift package → Finish onsite check-in
◎ GENERAL COMPETITION RULES AND NOTES :
- Please transfer the entry fee before 16:00 on 29th September. TORSA reserves the right to cancel your qualification when the payment is delayed.
- Taiwanese competitors can sign up for Short-board A and long-board A in open tournament, and it is allowed to sign up for any division in Jialeshuei Surfing Competition. The entry fee is NTD 1500 for each division.
- Family guest of the surfers in junior division fee is NT$1000 per person (optional).
- In order to ensure the personal data for the insurance and related rights, please keep the data correct and recognizable. The organizer will not be responsible for the rejection of the insurance and related rights.

- We don't accept phone call for application because of the protection of personal data.
- Identification bracelet is for use only by competitor or the family guest it has been issued too.
- Please keep the identification bracelet intact for entry to night-time party, identification bracelet must be worn and shown to officials. Bracelets are not distributed again when the bracelets damaged by purpose and without bracelet, it is not allowed to enter the night-time party.
- If your bracelet is broken by accident, please go to checkpoint to replace it as soon as possible. NTD 50 is needed to replace a bracelet.
- Lunch box for individuals, teams and family guests can be collected from the official's desk when announced. To avoid food wastage please advises officials if lunch box not required.
- NTD 1000 for the lunch box of family guests including: 3-day lunch and 2 evening meals at the parties (it is not allowed to purchase the meal singly).
- The lunch box of family guests should be ordered before 16:00, 29th Sep., 2017. TORSA does not accept the order after 16:00, 29th Sep., 2017.
- Order of heats will be set before all heats based on wave conditions at the time, heat schedules will be posted by score boards. Please wait onsite for the announcement, heats will not be redrawn for absent entrants.
- The organizer reserves the right to transfer competitors to a suitable division if there are reasonable disputes.
- For this competition a short board is defined as being 7' or under with single or multiple fins. A long board is defined as being 9' or over with single or multiple fin arrangements.
- Vintage Fish Board (both single and double fins) which is shorter than 7' can be seen as a short board.
- All judges will score depending on type of boards and movement (for example compare with fish board, general short boards with 3 fins will get higher score when same movement is applied).
- For each division, the division will be cancelled when there are less than 5 competitors (5 competitors are necessary for a division).
- If Women long board A is less than 6 competitors, it will be combined in Women's long board B.
- Appeal :
(1) Controversial judgment: Take the adjudication from judges as the standard when there are rules expressly provided.
(2) Take the adjudication of the movement from the specific judges the standard when there is no rule expressly provided.
(3) Process of appeal: The appeal application shall be signed by the leader or coach within 10 minutes after the result of the heat. NTD2000 shall be attached as a deposit with the application and being submitted to the judicial committee. After the adjudication, the deposit will be returned if the appeal is successfully adopted, or if not upheld appeal fee will be retained as supportive funding for training teenage surfers.
- All the results of heats will be revealed at check point and all competitors can check by themselves. Please don't destroy the documents of results or take it without permission.
- On-site registration is not allowed.
- The surfing festival has insured each person NTD 2,000,000 for accidents and NTD 200,000 for medical treatment.

- The following rules apply for ROC withholding tax on prize money for sporting events.
(1) Taiwan nationals, 10% withholding tax will be deducted from the prize when the prize is over NT$10,000.
(2) Non-Taiwan nationals, 20% withholding tax will be deducted from the prize when the prize is over NT$10,000.
(3) Non-Taiwan nationals with Taiwan residence permit, less than 183 days in Taiwan (non continuous), please follow the rules of non-Taiwan nationals. Over 183 days in Taiwan, please follow the rules of Taiwan national.
- Jialeshuei Surfing Competition has opened to people who have ISA judge certification to apply for a judge position. The deadline of the application will be due to 2017/09/29 14:00. Please be aware that it is not allowed to apply for a judge position and being a competitor at the same time. The organiser reserves the right to decide if the applicant is suitable or not.

- The point system for the competition this time uses Grade 3. Please be aware only Taiwanese competitors signing up for group A in all division in Jialeshuei Surf Competition can get points when winning. Group B in all division in Jialeshuei Surf Competition and open tournament isn't counted points.

- Seeded surfers are the top 8 in Taiwan Surf Tour in Taitung.
